York, Pa. – Barley Snyder is pleased to announce that partner Jeff Lobach has been awarded the Richard E. Kohler Civility and Ethics Award by the Herbert B. Cohen Chapter of the American Inns of Court.
The award recognizes attorneys and members of the legal community who exemplify the highest standards of professionalism, integrity and civility in the practice of law. Lobach was honored at the Inn’s annual dinner held in May in York, Pa., alongside members of the bench and bar. His selection reflects a career marked by dedication to ethical practice, collegiality and service to both the legal profession and the broader community.
A respected leader in York County’s legal community, Lobach previously served as president of the York County Bar Association (YCBA) in 1993, becoming the youngest individual to hold the position at age 36. He also served as president of the York County Bar Foundation in 1994, and during his tenure with the YCBA helped establish the Pennsylvania Immigration Resource Center, further demonstrating his commitment to expanding access to legal resources. In 2024, Lobach stepped down after a record ten years as Barley Snyder’s managing partner and CEO. During his tenure, the firm nearly tripled in size and expanded into seven new markets, while also growing its forces in its five legacy offices.
The Richard E. Kohler Civility and Ethics Award is named in honor of the late Judge Richard E. Kohler, who was widely recognized for his commitment to fairness, professionalism and respectful engagement within the legal system. The award is presented to individuals who carry forward those same values through their work and interactions with colleagues, clients and the courts.

The American Inns of Court is a national organization dedicated to fostering professionalism, ethics and civility among members of the legal profession through mentorship, education and collaboration. The Herbert B. Cohen Chapter, established in 1999, supports the legal community in York County through these principles.
