Lancaster, Pa. – Barley Snyder is pleased to announce the formation of its Community Associations Practice Team, a dedicated focus area within the firm’s Real Estate Practice Group that brings together attorneys and paralegals who advise developers, homeowners’ associations (HOAs), condominium associations and other community associations throughout Pennsylvania.
Led by Reilly Noetzel, chair of Barley Snyder’s Real Estate Practice Group, the Community Associations Practice Team includes more than 25 legal professionals who assist clients at every stage of a community’s lifecycle – from the initial structuring and development of planned communities and condominiums through turnover, governance, enforcement matters and ongoing association operations.
Although Barley Snyder has long provided legal services to community associations and developers, the formation of a dedicated team reflects the firm’s depth of experience in the area and its commitment to delivering focused guidance to clients navigating community association issues.

Barley’s Snyder’s Community Associations Practice Team regularly advises clients on matters involving the Pennsylvania Uniform Condominium Act and Pennsylvania Uniform Planned Community Act, providing creative advice on structuring these types of developments. The team assists with the preparation and amendment of governing documents, developer turnover issues, collections and enforcement matters, governance and compliance questions, and litigation when disputes arise.
In addition, the Community Associations Practice Team counsels developers on complex issues, such as building conversions, warranty terms and disclaimers, budgetary matters, stormwater management and other land use issues. The team’s experience spans a wide range of developments, including residential planned communities, master-planned developments, site condominiums, mixed-use projects, commercial developments and building conversions.
