Barley Snyder’s Municipal Law Group offers a valuable combination of experience for municipalities and authorities in municipal law, finance, labor and employment, environmental law, and real estate.

Our attorneys act as solicitor or special counsel for a number of municipalities and authorities, including extensive experience representing water and sewer authorities. Our services include the drafting of ordinances and local regulations, as well as experience dealing with municipal finance, labor and benefit matters, zoning and land use planning, construction and project bidding, construction litigation, state and federal regulatory requirements, eminent domain, municipal codes and laws compliance, administrative appeals, water, sewer and transportation systems, structuring regional agreements for sharing of municipal services, and drafting and negotiation of intermunicipal agreements.

We serve as bond counsel to local governments on infrastructure and capital project financings. As bond counsel, our goal is to maximize the economic benefits of financing to the municipalities and authorities within the limitations of state and federal law, while assuring the tax-exempt status of the bonds, where applicable. Our attorneys also handle health care facility financing, higher education financing and financings under a variety of state loan and grant programs, including PennVest, PEDFA, PIDA, and the Business Infrastructure Development programs and federal programs such as the United States Department of Agricultural – Rural Development Program.

Our attorneys have broad experience with various types of bond issues, including authority revenue issues, general obligation borrowings, refundings and tax and revenue anticipation borrowings. Since 1979, the firm has been listed in The Bond Buyer, a publication listing recognized bond counsel throughout the United States.

To keep up-to-date of new developments in the rapidly changing field of municipal law, the firm is involved in a variety of organizations focused on the issues of municipalities or authorities, including the National and Pennsylvania Associations of Bond Lawyers, Pennsylvania League of Cities and Municipalities, the Pennsylvania Municipality Authorities Association, the Pennsylvania State Association of Boroughs, and the Pennsylvania State Association of Township Supervisors.
